What makes me think they are specifically for winter use is that they are black. I don’t know about the US, but every time I go to Germany in winter all cars seem to have black steelies.

Looka like the standard Element/Pilot “cap” painted in black. I have a set I put on my Civic when I put my winter steelies on.
That is a bit of an odd design for the steelies though. Can't say I've seen them with that lip in the center of the wheel before.

Clean and simple.
I can respect it. Never been a fan of steelies but this makes them work.
